This from NAHU. Wouldn't this be great in the FFE's? Captive agents won't have a chance in MD

The Maryland legislature is continuing to review the exchange authorizing legislation, HB 228, the Maryland Health Progress Act of 2013. The legislature will also be considering an amendment to address the issue of captive agents and application counselors. The amendment would require captive agents to fully disclose to potential clients that they are affiliated with only a single carrier and that other health plan options are available. The captive agent would also be required to refer the prospective client to another agent that services other plans, upon request.

Heaven forbid if a consumer questioned their advice!!!

He also left out knowledgeable. I think that's an important omission, maybe the most important.
 
I thought they couldn't give advice due to the lack of E&O? I was under the impression Navigators/IPA's would just be parrots that can read the SBC to clients so they can make their own decision.
