So far I've had to log out and log in to reboot every application over the past few days.

That is due to their system (CMS/healthcare.gov) wants you to log out at the upper right. If need to look up multiple clients just click the back button in your browser until you get to the screen where input to search. Just make sure when done you log out at far upper right.
