x2 for people are stupid. They think in the short term and have no concern for the long term implications of their actions. The lack of concern because of the "I have nothing to hide" syndrome, combined with "they're only targeting criminals and terrorists, and it's a good thing" means that they just roll over and accept it.

It reminds me of Hitler instructing his troops to assure soon-to-be-executed prisoners "hop on this train, we're taking you to a nicer camp, with better food and real beds". The vast majority just accepted it with no fight whatsoever.
