California Only State where Auto Insurance Has Gotten Cheaper Since 1989

According to one study, conducted by the Consumer Federation of America, California is the only state where the average price paid for auto insurance has gone down since the late 1980s. This stat is due in part of Proposition 103 which requires P&C insurers in California to justify rate changes and have them approved in advance by the state insurance commissioner.
