One of the significant changes under the recently-enacted health reform law and subsequent federal rules is a guaranteed issue requirement that takes effect later this month for all children under 19. The new environment created by the guaranteed issue provision poses unique risks that could undermine our ability to offer value and meet our continued obligations to existing policyholders. As such, XXXis discontinuing all new sales of child-only policies.

It doesn't sound like there's going to be any companies offering Child-Only plans after 10/1. If putting the child on a parents plan isn't an option, what should and is there anything we'll be able to recommend?
 
According to them the law reads that you can't put a pre-existing clause on a child but says nothing about denying a child if the rate-up is to high.

If so, then they are wrong.

I am in almost daily communication with them and they have never indicated anything like that to me.
