COBRA Admin Suggestions?

Anyone know of a low cost COBRA administration service (in this case, it's actually state continuation).

Situation: small employer (10 employees) subject to state continuation (WI). Their previous broker supplied them the form letters for terminated employees, this is customary in my market. I am set-up to do this in my primary state, but this group is not in my primary market. Any suggestions?

Worst case, I'll eat the $150 set-up fee and $25/month admin charge with the current TPA I use. Wondering if I can do better or find a low "per event" option without a monster set-up fee. Any suggestions?

Alot of the carriers that I deal with will offer cobra admin to their groups this is the more expensive way to go.

Here in California, the carriers admin state continuation. I guess it's different in other states.
