It's a fee on every policy $1-2 pp per year to fund the IPAB. Just another trickle tax that adds to the premium.

Its a fee to support the PPACA created Patient-Centered Outcomes Research Institute. Fee is assessed to insurers and self-funded plans, payable by the sponsor. Fees start 2012 and expire after 7 years, or so is the plan. Probably the next Spanish American War Tax. Starts at $1 x average enrollment and increases to $2.
