Contacting Telemarketing Leads

Well, I guess I would have to ask if it's skiddish lead, is it a prospect? I call I leave my name and a message. Many call back, even to say no. Many don't call back for all sorts of reasons. I can't change my approach to try and trick somebody into answering the phone. If I trick them, isn't the probability of a charge back pretty high? So I would have spent all that time and work, just to have it lapsed a month or two in. If they're skidderish, I'd rather learn that upfront.
