Make sure you put your State Name atleast 15-20 times on your Home Page, Google loves this stuff. Also make sure you have a Meta Keyword Tag and stuff the hell out of it with every keyword you can find. Then make sure you add a Meta Code with every zip code in your state.

Too many myths. Google pretty much tells you the ones they are concerned with. Keyword Tags have not been used by Google for 2-3 years.

Its a moving target that changes every time google decides to commit changes to their get trunk. Even more fun, if you watch mutiple datacenters, you'll notice your serp is different on each google server most times, because they don't even always use the same algorithm.
