Customer Rewards Program?

there is an allstate on the corner that has a HUGE banner out front advertising a free subway foot long sub for quoting with them
 
That(subway) would be considered an incentive here in Pa and would be a violation. Although AARP can do giveaways on behalf of Hartford for quoting and they've yet to be cited ??
 
In many states you have to get a license to be able to run a drawing for a prize. Be sure to check with your state. Don't think there would a problem with the gas card for referral, but the $500 monthly "drawing", you need to be sure you are not overstepping there.

As long as you are rewarding for the ACT of referring and not tying it to a sale or an obligation to purchase insurance you can give away a car if you want. The key is to treat EVERY referral the same. But I do agree, talk with your states DOI before proceeding.
 
If you want to pay $10 / lead run an add in a community newspaper stating you will give away $10 gift cards to anyone who comes in for a quote. Make a couple of prerequisite like they bring their current dec page with them. I've done this and you will find the ROI on this is much greater than internet leads. First, bc you are the only one competing against their current guy, Two you get a face to face, and three people are prone to give you their business after you give them something/spend some timewith them.
