Don't worry, the "You faced a...planned marketplace system outage" is the catch-all that everyone in the country can use, because the marketplace certainly had planned outages, and how can they prove that wasn't the time you tried to apply?
 
We here at the FFM have been instructed we cannot deny ANYONE an SEP. If a consumer insists we have been instructed to complete the application and then submit the account to the HICS department.

Yes. The screen will get to the enrollment portion then have locked screens. At that point it is instructed to transfer it to the HICS department for review and enrollment
