I don't know why you couldn't use a GI. You might have to go visit him and do an e-app. I don't know if the guards would let him hold a pen to sign a paper app, he might stab somebody with it.
Assuming him signing during visitation would be an issue, the daughter can mail it to him, he can sign and mail it back. They'll open his mail, but should let it go through.
