FE to Senior Health.. Any Ideas?

Ive been selling FE in San diego, Ca.. it is tough.. I know that fe can be a good cross sell once you sell med plans and save the client money. I hear that CA is an hmo state. Can I sell senior health in san diego as a broker and not captive? any ideas? thanks

I'm sure that United Health care, health net, anthem and others would not be difficult to become appointed with.
