Just to put things into perspective... Google's making $4,000,000,000 off the insurance and financial services industry and that's not from a typical agent's $200/month adwords budget.

A closer look might tell you more...

of the $4,000,000,000 ($4 Billion) spent on Adword advertising, only $152,000,000 ($152 Million was spent by the top 5 advertisers).

The top 5 advertisers accounted for only 3.8% of the total Adword dollars spent by the Finance and Insurance industry.

You would probably discover that more than 50% of that $4 Billion in Adword revenue probably came from $200 to $1,000 per month advertisers.

This marketing phenomena is known as the "Long Tail" of marketing.

You're right that agents and agencies with monthly budgets of $200 - $1000 add up, and there are plenty of opportunities in targeted markets that are missed by big national advertisers.

In fact, I did a video in April where I showed mistakes that the big online advertisers make in their campaigns that create opportunities for agents. But given how much the big players are bidding on insurance keywords, to make it work you've got to understand how to track and optimize campaigns REALLY tightly.
 
I note the ehealth spends $20.6 million per year on just google advertising. Shows how big their operation is. Scary (scarry PPL) big.
 
The "long tail" is why indy agents can compete for web traffic. They say 20% of all Google searches have never been entered into Google before. That's mind boggling when you think about it.
 
google's growth rate is really impressive, and seems to pick up more steam with each passing year!
