This has been happening all day across our agency. Oddly enough even with clients who have plans for the 2K14 plan year.

Everyone else having that issue as well?

Seems to happen if they've changed addresses within the last year.
Big Brother temporarily lost track of them.
He's catching up with his surveillance.
All a part of ACA.

We have seen this quite a bit. When we call the marketplace it usually ends up that they have an already established account.

i have lots of these issues as well. The only way I can renew their application this year is by calling marketplace with client on the phone to finish the enrollment.

*****Update*****

As of this week the verify ID portion is causing considerably more problems. Many of our sales have been stopped due to the inability to get the ID verification resolved. The trend we are seeing is that HC.gov reps cannot resolve the issue bypassing their systems and it requires a call to the 866 support number. Astonishingly enough they are not even making it past that and end up not being able to enroll. Anyone else seeing this?

That is how I've resolved these issues as well. Call the Experian number, get the verification code and if the Marketplace still stops you, call the Marketplace directly. For me, it's a pain but it's worked every time.

We've exhausted that process. Between Saturday and Monday we have about 30 apps that no one seems to be able to help with. We've gone the route you've suggested...I was wondering if anyone else had hit that roadblock.
