Hoovers for Cold Calling?

Hoovers is not going to help you much. You get the names of only the most Sr. people, and all of them will have a team of minions that are designed to block you and not get you to the real decision makers.

The strength of Hoovers is its depth of company information. It fits best for salespeople looking to penetrate multiple layers of complex corporate accounts. If your target is small businesses, you might do better with a list of business owners from Info USA and the like. It all depends on what you are trying to accomplish.
 
Go to your local library's website and see what website's they have access to for free. Most libraries have access to ReferenceUSA...

This website alone has a wealth of knowledge. It isn't perfect, but who cares... you're not paying for it.
