How will it kill the ifp market in Ca?

Because no one in CA is buying IFP right now. Subsidy reduces COBRA/Cal-COBRA premiums to the same level as IFP coverage so nearly 100% are electing COBRA/Cal-COBRA in lieu of buying IFP, at least for 15 months.

In addition, since new enrollments are virtually non-existant, rate increases are driving healthy people off of the plans in record numbers out here leaving only those who are sick.
