This is MA only (non pffs), no separate pdp allowed and she doesn't have other creditable Rx coverage, that's why I thought this a No from an agent.

Then you're also disappointed in me. I have several that are LEP eligible and enrolled in MA only plans. They all were my Medigap clients before and declined to ever get a pdp due to lack of drug usage or overall dislike of being "forced" to take something. The only MA plans they will take are non-pdp versions, they refuse to pay the penalty.
It is about what they want. You're clueless in finding that solution if you think otherwise. They have the freedom to choose a non-pdp version of MA just as much as they have the freedom to refuse to enroll in pdp's as a stand alone plan.
