If you are talking about the Bright Idea plan, would it relate in some way to the association requirement for plan purchasers?

Perhaps.. But I have sold association plans in the past and never had to have a NR in the association's home state.

Seems like I saw a reference to employee somewhere in the lterature? If you have to be an employee they might want you to be licensed in the home state
