MA's and Medicaid?

I need help clarifying these scenarios:

1. If a person is poor and has a MA plan, can they get assistance from Medicaid?

2. If a person has Medicaid, are they eligible for a MA? I know the answer for med supps.
 
1. Provided the member meets the Medicaid income and asset requirements, yes. There are different levels of Medicaid as well-SLMB, QMB, full Medicaid, etc. If they don't qualify for Medicaid in some cases they may be eligible for Social Security's Low Income Subsidy (aka "extra help) for Part D, which could lower or eliminate their premium and lower copays.

2. Yes, however you have to be careful and find out what they have. Unless you are selling SNP's, MA's (especially if there is a premium involved) are of no use to those on full Medicaid or QMB since Medicaid basically acts like a supp in those cases. In many cases they will not know the specifics, so you have to ask some questions to try to determine what kind of assistance they have. Just because they have a Medicaid card doesn't necessarily mean they are on full Medicaid. If they are SLMB then they likely are only getting their Part B premium paid and are still responsible for Medicare coinsurance and deductibles.

Some of this is going to differ state to state. I have heard in the past that in some states you cannot enroll a Medicaid beneficiary in an MA plan, although I would think a SNP (Special Needs Plan) would be an exception if one is available in the area. These plans will often provide extra benefits like dental, vision, exercise programs, etc. These plans are usually HMO's.

I don't know about VA but here in FLA, there is a MEDICAID BUY IN program whereby a person does NOT have to be on any other medicaid programs, but if they qualify by income, it is a simple 3 page application to help them get their PART B premiums paid for by the State.

It is a LITTLE KNOWN program and when it works, you feel like a hero saving the folks that money $96.40 each month.

Hope VA has something like that for you to offer.

That's SLMB, from what I understand, and I would think it would be available in every state. You're correct that it's a little known program that a lot of people aren't aware that they qualify for.
