Medicare Part B premium increase

I have a freind that experienced a one time taxable income windfall a few years ago. Her and spouse taxes file jointly. Both of their Medicare part B monthly premiums increasesd significantly and they were told that unless they experience a “life event” like divorce or spousal death, the rate will remain at the higher level. Doesn’t Medicare review annual income and adjust accordingly each year?
