I have a friend looking to move from TN to Ohio. Would he have to take his test all over again, or is there a reciprocal agreement. (or Ohio to tn for that matter)

He should be able to get non-resident license in Ohio without any test. Just fill out the form and pay the fee. I doubt he needs test again to get resident license. But I am not sure.

He can sell what he is licensed for a while before thinking of switch.

I have called Ohio DOI for you and was told that your friend should get current resident state DOI a letter of clearance about termination of the resident license and attach the letter to Ohio application for the resident license. There is no fee to get the resident license. It has to be done within 90 days. Hope that help.
