Does someone need to have a google email account to be in one of my "circles"?

I'm beginning to use it more (since I use Google for my browser, not IE nor FF), and want to start using all of it to it's full potential. So far, I have eight people in 5 circles.

Any information would be helpful.

Everyone you want to add to a G/Plus circle needs a gmail mail account.

Sure, they need to sign up at Gmail email account. google requires nowadays it everywhere even on youtube.

It is really easy to setup a Gmail account and a G+ account. I have a couple of accounts and have used one on my website for clients. The Google webmaster tools has tracking tools to monitor G+ activity, so this is a good tool to have if you want to market on the web
