But there was a catch: They had already met their deductible in the North Carolina plan, and also reached their annual out-of-pocket maximum of $6,250.

Did NC have their own PCIP plan that was turned over to the feds during the summer?
 
I found out about this "glitch" while preparing a blogpost about a NC cancer patient that had her PCIP changed midstream.

Coping with advanced cancer, Bev Veals was in the hospital for chemo this summer when she got a call that her health plan was shutting down. Then, the substitute insurance she was offered wanted her to pay up to $3,125, on top of premiums.

I knew PCIP funding was pulled, but had no idea that 18 states pulled a switch in mid-year.

That sucks.

Eighteen states have decided to turn their state Pre-existing Condition Insurance Plan (PCIP) programs over to the U.S. Department of Health and Human Services (HHS), HHS officials said Tuesday.
HHS officials have asked states with state-based PCIP programs to accept a fixed, lower-than-expected budget allocation for the rest of the year or else shut down the state-based programs and put the enrollees in the federal PCIP program.
