They could pick up New Dental Choice for $8/month and visit a network provider. Discounts are 20% and up in my zip.
Blue Shield in CA has a group plan that pays out 50% up to $1,000 each year in addition to annual max. Premiums are not bad. Or you could get Medi Cal and it's free if you're under 21.
 
If you are going to opt Orthodontic treatment and unable to cover its high expenses. Then there is no need to worry. There are lots of insurance companies are offering various Orthodontic Insurance plans with easy repayment options. You can search and apply for these plans online also.

My understanding is that unless it's a group plan, you can forget getting it at a reasonable price. It's like pregnancy....if you're asking for it, there's a REALLY good chance that you're going to be using it. Companies aren't around to pay you more than they take in.
