What is going on with Google page rank?

A few weeks ago Georgia Insurance Shop was a PR 4. Then it dropped to 0.

It had been a PR 4 for close to a year.

Now it is back to a 4.

They have an update each quarter. One of my sites went from a page rank of 0 to 4 then back to 3 (not a bad gain for a 3 month old site) in a space of two days. Just the first few days of every update can be kind of screwy.
