HHS needs to take cues from Cash 4 Clunkers. That program was a huge success for the 6 weeks it lasted.
Give every American $4000 for a $500 car and you can move some wheels.
Interesting thing about PCIP (other than the colossal failure) is the rates are heavily subsidized by taxpayer dollars and they STILL can't enroll folks. The premiums are quite reasonable (at least in GA) for the benefits but most folks I refer to the program come back and complain because it isn't free.
In 2014 when health care is free for everyone life will be much better.
