Is pet insurance P&C? Pet insurance is neither Property nor Casualty. Seems like it would be health

Somewhere on site, awhile back there was a discussion about insurance on horses. It was stated there that horses are considered property so one had to look on the p&c side for coverage for those animals.

I would expect the same to apply to cats and dogs, (and squirrels if one would find a carrier willing to cover them).

I would think a pet is property

Its treated that way in the law if one cause harm or steels

Everything I've read it requires a P & C license, but I saw nothing about PMIC requiring a P & C.
