Really Weird One- Help!

check if there are any carriers that have Community Partnerships...Kaiser in the DC area has one if the income is below certain level. I am sending people who have incomes below Poverty Level there. The deadline is also 2/15,
 
If i was her i would take her champva benefits letter and show her face at medicare office....and any husband paperwork...if she hasn't done it already....and keep trying for the Medicare
 
I need some help with this case. Really odd. I winged it and hopefully we don't have to undo it.

The facts:
89(!) year old woman not eligible for Medicare
US Citizen
Does not file taxes
Income comes from VA Dependency and indemnity compensation. Husband was a Phillipino fighting for the US during Vietnam and was killed. ($1500/mo)
Up until 2012, she was covered under CHAMPVA. In 2012 CHAMP changed the rules and will no longer cover these very specific dependents.
Technically, this income is not taxable income and I guess, doesn't exist in the eyes of Obamacare. She does not qualify (was rejected) for Medicare, because they don't care if it's taxable or not.

I started her app on Health Sherpa, the only thing it didn't like was the fact she did not file taxes. What if she did for 2015? Will we open a can of worms?

What would you suggest in this situation? I sort of jammed the square peg in the round hole- with son's permission, and said I was going to dig in some more.

Except this 89 yr old is US citizen with ssn and living in states...cigna global limits are 90 days coverage in her home country usa....
 
I wrote my representatives today. Unfortunately, my senator is Harry Reid. He has made it very clear that he is not a fan of insurance agents and what we do, so the fact that it is coming from me will not hold much water. Hopefully, my other representatives will at least take a look at the issue.
I will be visiting the Capitol in May, I'm going to take this issue with me. This poor lady can't be the only one affected by bad policy.
I was actually reading the letter about her CHAMPVA being terminated, and it actually states that they may go back and recover claims paid from her! WTH?!?
 
Your 89 yr old is a good case why the government failed to have a solution for these people. There are lot of people running around without enough social security credits. They just don't know about this stuff.
Any evidence that her husband helped the military and any of his old documentation and death certificate would be important.
Her adult children may suffer financially if she doesn't get coverage.
She should take all this info to Social Security Administration first and show her face with it and then when she gets a decline letter from Medicare then you would need to take that to your *** senator... Too bad you don't have Senator McCain he will listen to you. His office does a lot of this kind of stuff. You might want to call McCain's office anyway just because her husband was tied to the military.
 
Something is not clear to me. Are you positive that she is not eligible for Medicare in any shape or form, or has she just been turned down for premium-free Medicare Part A?

If she is a citizen with more than 5 years residency she should be eligible to get Medicare, she just has to buy into it. Which she can't afford at the $400+ a month that part A costs I understand.

Somebody correct me if I am wrong, but can't you just buy into Part B and D only? At the regular prices? You would have late enrollment fees to contend with BUT those would be waived if determined to be QMB/LIS/SLMB. If QMB then wouldn't the entire Part A AND Part B premium be able to be paid by the state?

Just thinking off the top of my head.
 
I think you are mostly correct because people can buy into Medicare A. It's just what level they qualify for. But that 89 year old would need to show her face and bring all her documentation from the husband and from campus and the death certificate ..his SSN and all the stuff and show it all ...mainly they want to see her whole case . Its not clear to me that they have seen her all case they may have just talked to Medicare over the phone. It's hard to say wish we knew more.
Some states have indigent care that nobody knows about until that indigent shows up in hospital with a medical crisis
 
Her husband was not a US citizen. She did not get 40 quarters, so she is not eligible for premium free. Medicare would cost her the same, or more, than health insurance direct.
I actually got a personal email reply from Reid's office, so there might be something. . .
