The Department of Health and Human Services has posted on the healthcare.gov website: "Health care remains one of the few industries that relies on paper records. The new law institutes a series of changes to standardize billing and requires health plans to begin adopting and implementing rules for the secure, confidential, electronic exchange of health information. "
7.) Linking Payments to Quality Outcomes

The healthcare reform law establishes a hospital Value-Based Purchasing program (VBP) in Original Medicare. According to the Department of Health and Human Services, this program offers financial incentives to hospitals to improve the quality of care. Hospital performance is required to be publicly reported, beginning with measures relating to heart attacks, heart failure, pneumonia, surgical care, health-care associated infections, and patients' perception of care.
8.) 2012 Election

Republican control of the presidency and the Congress could mean that some of the provisions of the healthcare reform law could be repealed. If President Obama gets re-elected, implementation of the law will continue.
9.) State Exchanges
December 31, 2012 (States have until the end of the year to show that they have made enough progress to launch in 2014)
The new health insurance exchanges set up by the states will be live in 2014. States have until the end of 2012 to demonstrate to the federal government that they have made enough advancement to be able to launch in 2014; if they haven't, the federal government will get involved.
