Definitely check with your DOI. In Washington, the referral "raffle" was deemed to be too much of a lottery and was referred for state regulation.

Does anyone have any insight for California?

I was considering a program where I would give a $25 VISA card to clients if they referred someone and they bought a policy.

Ask an investigator for the state DOI. They are the people who will come knocking on your door if there is a problem, anyway.
