Required product and eApp training

Has anyone ever heard of a carrier requiring product and eApp training before allowing an agent to sell a product? Do you think the agents would go through the hassle?
 
In addition to being a video, usually you can multi task and do something else while the video is running. I love at the end they just ask you true or false question where they say did you play the video to the end.
