The last line of the article:

"PCIP may attract individuals who have been recently diagnosed with a severe illness or condition that requires immediate care or treatment," CCIIO officials say. "Additionally, people who may otherwise qualify for PCIP may postpone enrolling until they have an immediate need for coverage."

-and that's a surprise to these folks? I wonder if they could spell incompetent.

I'm guessing the average premium would be about $6,000 so why would this not be sustainable?

The insurance companies may lose money on this program, but they'll make it up by, well, oh hell, I'm just not sure.

PCIP is not subject to MLR. I am sure that is how they can pay those claims.

Maybe if PA doubled what they pay agents to sign them up. wait 2X"s 0 = 00... maybe triple will do it 0x0x0 = 000. I will have to take a course in Belt Way Math, made easy.
