Actually the site is deindexed. Go to Google and do a "site: http://californiamedicareplans.com/" search and his site does not show up.

Honestly Rick, you would need to do a hefty amount of clean up then do a reconsideration request. I've read up on some of this stuff and it can take anywhere from 6-12 months worth of work to contact all the bad links and try to have them removed then file a reconsideration request. You can also try the Google Disavow Tool. There is no sure fire way to get the site reindexed and even if you did I'm sure the website was ranking entirely on spam links so once its reindexed youll pretty much be at 0 anyway.

I wouldn't do a 301 redirect of a spam domain to your new website. But I would agree that your best bet would to scrap the site take all the content and just move it to a new domain and start fresh.

I know this is not what you probably want to hear but the extent of work I feel for the reconsideration then re-link building would best be spent on a fresh site.
 
I second the do a resubmission request advice. At this point, what could it hurt? I wasn't ranked nearly as high as you and some cheap SEO I bought was disastrous. Just be honest in your letter to google and they say you'll hear back from them in three weeks. I submitted mine last week, haven't heard back yet.
I also wish I'd put more things in about what I'm doing to correct the issue. I would be very thorough on that part.

It was probably those self-written testimonials.

Those are completely legit.

As far as contacting google, my web guy now says to just leave it alone for awhile - meaning many months.

I'll be starting a new site shortly. But I'd really like to find a way for my old site to work the way it used to.

Just for the record, there were no spam links in the past. The site was 100% legit.

No George, I wasn't really trying to be funny, but sometimes it just happens. I understand that Rick didn't write the testimonials.

I'm from Raleigh so yes indeed I know exactly where Greenbrier is. Edge of Raleigh and Garner between Hwy 70 and 401.
