So I am assuming sarcasm here Mr. ACV LOL? Cyber attack methods and the software/systems of which they are attacked are constantly changing and are very complex. If he can solve this societal problem he would be very very wealthy. This is the problem with any system that deals with markets/economics/finance in general. We can't possibly know all the variables and we can't even know what we don't know. Look up Godel's Incompleteness theorem. You can apply this to any problem with defined sets.

Really no need for cyber insurance. We just need to outlaw cyber attacks & outlaw cyber crimes. Laws like that would then have the added benefit of keeping insurance carriers from gouging consumers for the coverage. Likely the insurance carriers paying hackers to do cyber attacks to create demand for their cyber insurance to boost price gouging fat cats pockets
