Stand Alone Indiv for Under Age 19 in Tex?

I sold a 3 yr old stand alone about 10 years ago, but haven't sold any since. Both Humana One and Aetna inform me that they don't offer stand alone to those under 19 due to the healthcare reform. Only Calif allows it. Anyone in Texas knows of an individual coverage for those under age 19?
 
Assurant short-term. BCBSTX has a child-only policy but I don't recall for sure if there is an open enrollment restriction. And last I heard, it was only available direct (no brokers). STI or Peeler probably know.
 
forget about it... no indy for under 19... screw the bcbs... no brokers allowed and its crap anyway... also , no stmm on any child in my view... does not meet the needs of any court order if an order is involved
