UHC and MEDICARE appointment

Yesterday I called United Health Care to request an appointment for MEDICARE and they informed me that to sell in Florida you must pay $ 220 and for Texas $ 70 per appointment with the state.
Do you know if all companies work the same?
 
They are one of the few that have appointment fee's that are that high. Several carriers have fees however.

Our agency pays all fees...some agencies will pay others not so much

Are you referring to NON_RESIDENTIAL? I've never paid a fee for appointment in Texas (resident). Once, I was charged $30-35 for an anthem appointment. I think that that has since gone away?
 
For PA, UHC Jarvis only shows YES or NO if eligible for DSNP. It doesn't list the type which makes it annoying.
