Can a person with preexisting conditions such as diabetes and stroke be covered under this insurance olan?

For now (until 2014), this person will either want to look at his/her state high risk pool, or the federal high risk pool (PCIP - Pre-existing Condition Insurance Plan - Home). The federal pool requires the insured to be uninsured for 6 months to qualify.

If you don't have access to group health insurance or have been denied for individual cover, a state-sponsored high risk health insurance plan can be your option.
