He may be confusing a "police report" with an "Accident information exchange report". The police report should not have anything about fault in it unless it is something the officer actually witnessed happening. Police are generally not in the business of determining fault, only if any laws were broken.

So she is fed up and has turned this over to her husband to deal with. He first seemed to have success when he called and asked them to explain why the other driver stopped. He also asked to meet with the claims adjuster with her car and the other person's truck so they could match up the bumpers. At that point they seemed to relent. But very recently my coworker seemed to have gotten a message from the State Farm office that leads her to believe they are not paying. So her husband is back on it. I'll report back as significant events unfold.
 
File the claim with State Farm. Do not deal with the local agency, call their claims number.
