Sometimes it can matter who's in power. Republican deregulaters like Trump are less likely to bother. A very consumer oriented administration like Obama's is likely to be more aggressive on stuff like this.
A huge payday lender based in this area got away with murder for years (and made a huge fortune) skirting usury laws by using out of state banks and Indian tribes' sovereign immunity to make payday loans in states where it's illegal. It was bogus but laws were never enforced. Obama came in, the gig was up and the guy is going to prison and forfeiting most of his assets.
