Yeah, I have referred them to the company as well.

In my book I have a lot of daughters that call for mom or dad. Especially in my Asian and Latino older clients. It is normal. Usually the children are the owners, but not always.

I did have one where the woman had an attorney contract the company because I refused to write an annuity on her. Long story but. It was a defense of replacement. Retired Nun living in a completely blacked out home, one tiny lite on the table, a neighbor calling her daughter who called the house a dozen times while I was there.

I have five kids, at least one at any given time would swear I'm nutz.
 
Just tell them to take the policy to the funeral home. The agent at the funeral home will handle everything from there.
Happens every day.
Not down here they don't. Unless someone at the funeral home happens to be the probate judge.

The OP mentioned dementia. Has it been diagnosed? If so, then there's a whole set of new rules you've got to play by. And again, down here, even having a POA is not enough.
