Hep C is going to be hard to find 1st day coverage. He probably doesn't have it with NYL either if he answered the health questions honestly.
NYL/AARP is usually very easy to beat. You just have to know which policy he bought.

It's going to depend on the carrier for the hep C. Some ask if any treatment in the last two or 3 years and some ask if you ever had it.
$50,000 face immediate benefit is gonna be almost impossible to find.
How long ago was he diagnosed with it? How long since he last took any treatments or sought medical attention for it?
Those are things you will have to know.
