Why Does Everything Seem Like a SCAM

So I do not have my license yet, but I am looking for somewhere to get started. I have searched job boards, craigslist, etc...and everything besides the big captive agencies seems to be questionable. I have run into NAA and a couple other outfits that seem to be similar. I would like like to go independent but I need the training/mentor and can't cover all the costs right now. All I am looking for is some training and maybe some leads to get started.

Does anybody have any suggestions for the Tampa Bay area? I am interested in life or health but could be interested in other products as well.
