22 year old felon, out of jail in December (WI)

To the OP - if you can get a jail visit where the inmate can do the eapp - you can possibly get him level coverage from the get go - just have to answer "all" the questions on the eapp.

What makes you think he is still in jail? The thread title says he got out of jail in December.
 
Even better. If he's out and no history of personal drug use - he may qualify for Settlers Gold . . .
 
He will be out in December, he does have a history of drug use
OK.... Once he is out, if you can't do anything else, you can get $5K-$50K with United Life.

The three questions below are on the application. If your client answers "yes" to any of the questions, a policy will not be issued.

1. Within the last five years, have you been advised by a medical professional to have surgery requiring general anesthesia or diagnostic tests, except those tests related to the Human Immunodeficiency Virus (AIDS virus), which were not completed?

2. Are you currently hospitalized, confined to a nursing home, receiving hospice care,
institutionalized, waiting for an organ transplant, or, within the last twelve (12) months, received kidney dialysis?

3. Have you been diagnosed as having a terminal medical condition that is expected to result in death within the next twelve (12) months?
