HONOR SYSTEM? What if the applicant didn't even set up an Account on the Exchange before 3/31/2014? Can CLAM go setup one on April 14th, check the box that said "I had a little trouble", and then come back later in the year to buy a plan if heart or hemorrhoid problems are suspected? That's how I read YAgent's article.

Insurers won't like this one bit! But then again, they've degenerated into commission-cutting Obama Butt Kissing wimps lately anyway. They'll go along.

Where is that Government Hierarchy chart when you need it. I believe the department of HHS is above the department of IRS in the pecking order. IRS will (must?) go along with HHS "tweaks" to the ACA law...no?

The IRS is under the Department of Treasury. However, all of those departments are under Obama's Executive Administration, so they still will be bowing to the ever-changing rules, won't they?
