Whether this is relevant or not, here's a sample of a deadline with a specific qualification that was ignored by Healthcare.gov, to the benefit of my client.
Client started enrollment with me on 2/16/14. We were told that only those who started on 2/15/ or prior would get the special extension granted on that weekend when Social Security was down for maintenance. Since verification was down, those who applied 2/15 or prior were to be given 3/1/14 effective dates.
Those who applied 3/16 or later, 4/1/14 effective date was the rule.
The enrollment was completed on 2/17/14, after the verification system was operating again. When the policy was issued, the effective date was 3/1/14. We found out when the client called me, why is the bill for 2X what we agreed?
CS for carrier took one month premium that day, let client pay April payment by no later than end of April. Covered 3/1. Client jumped on that.
Apparently there was not much if any screening in place to tell who started 2/15 vs. 2/16.
I see a similarity, as others have mentioned, essentially, the enrollment deadline looks like it will be 4/15/14.
I wouldn't want to have those post 3/31/14 completed apps in my agent code without documentation of 3/31/14 app start date, or true SEP qualification, however.
