They aren't sending profits back. Ask Apple. Apple has billions overseas, Ireland being one of those places. They don't want to bring it back because they will have to pay taxes on it.
Here is how perverse it is. Apple is borrowing billions so they can buy back shares to prop up the share price. All in the hope that they will get another tax holiday sometime soon so they can on-shore those billions at a lower tax rate. Until that happens, they will continue to let those billions sit overseas and borrow other billions to do share buybacks.
I would hate for the USA not to be able to sell it's products and services abroad because they wanted to only buy from their country.

Well, I rolled up for my appointment in my 2012 Toyota Camry Hybrid. Everyone there seems to have a Chevy or Ford. One of the brothers met me in the drive way and told me, "Get that God D*mn Jap car out of here and don't come back." I was stunned.
