That is the first I have heard of Wellcare not paying for apps in MO and KS.

As for cold calling...

If you mention the carriers name, then the script has to come from the carrier.

You can call to set an appointment but cannot sell over the phone.

You have to remember that CMS is a government outfit, so what can be done with 2 steps and $3.00 takes the government 45 steps, $100,000, plus an over-site committee to study and review the results.
