Best carrier for Asthma applicant who uses Albuterol nebulizer and Proair

Nebulizer Use: Aetna/Capitol Life/Equitable/Union Security(Over 2 years), Thrivent(Individual consideration), Western United(If not regular use)

Is this only asthma I don't know if I am wrong but never thought about them with any inhalers do they do any COPD?
