F2F Enrollment Only on MAPD

At a carrier mapd training and asked if we could enroll over the phone. They said only face to face for mapd. Is that the case with most carriers?
 
Which carrier told you this. Most allow phone sales.

Humana says F2F only if the agent is to get paid.

According to the local manager, we can't even mail an app to the client and still get paid.

Several carriers will allow non F2F sales. However, there is a difference between telephonic sales and just having a conversation with someone over the phone and mailing them an app.

Humana only allows captives to sell by phone.
 
Humana blames the CMS rule that only pertains to call centers. And of course, it doesn't apply to indy agents but the debil does what they want.

Humana has an online enrollment through their portal. Send the customer the finished app through Humana link, they accept and its done.
I did this all last year, no issues.
The only drawback is the customer has to have an email.
